The Bureau of Local Content (BCL) of the Confederation of Economic Associations of Mozambique (CTA) has highlighted the approval by the Council of Ministers of the regulation implementing Mozambique’s Local Content Law, marking a further step towards
operationalising the legal framework for the oil and gas sector.
The regulation implements Law No. 9/2026 of 3 June and is expected to provide further guidance on the participation of national companies and suppliers in the sector. Its official publication is the next key step before attention turns to the practical implementation of the new framework.
The approval raises important questions for Mozambican businesses, including the procedures they will need to follow, the requirements suppliers should prepare for and the opportunities that may emerge as the framework is implemented.
The BCL said it will continue to follow this process and share information on the regulation’s main provisions and implications for the national private sector following its official publication.
