Mozambique’s Ministry of Planning and Development (MPD) is holding its 23rd Development Observatory Session in Maputo on Wednesday, 14 October, to gather input on the priorities of the 2027 Economic and Social Plan and State Budget (PESOE 2027). Agriculture, human development and access to public services are set to dominate discussions.
According to a statement issued to Diário Económico, the session will be opened by Minister Salim Valá and will bring together representatives from government, civil society, the private sector, academia and development cooperation partners.
The agenda includes a presentation of the main orientations of budget policy and the priority areas of the proposed PESOE 2027. The session will also review progress in implementing the recommendations issued at the 22nd session.
Agriculture and Infrastructure in Focus
The first panel, themed ‘The Role of Agriculture in Development’, will address agricultural productivity, job creation, infrastructure, connectivity and climate resilience.
Human Development and Inclusion
The second panel, dedicated to ‘Human Development, Inclusion and Access to Services’, will focus on education, health, social protection, digitalisation and equity.
The debates are expected to yield recommendations aimed at aligning planning and budgeting priorities more closely with the country’s development needs. At the close of the session, contributions will be consolidated and next steps defined, including coordination and monitoring mechanisms for commitments made.
The Development Observatory is a consultative and participatory forum that brings together the government and national and international partners to discuss public policy and refine planning and budgeting instruments.
