Mozambique’s government is distributing nearly 20,000 laptops to universities and higher education institutions under the ‘One Computer, One Higher Education Student’ (1CEES) programme, launched in 2025, according to official figures released to Lusa on Friday.
A source from the Mozambican Ministry of Communications and Digital Transformation explained that the programme has entered a new phase of implementation, following the initial delivery of 5,000 computers in 2025.
“19,456 computers have been delivered since last year. The first batch, which included 5,000 computers, was delivered last year. We are now delivering 14,456 computers,” they said.
According to the source, the programme targets higher education students in engineering, mathematics, science and information technology, which are considered strategic for the country’s digital transformation and technological development.
Higher education institutions initially manage the computers and then carry out internal selection processes to choose beneficiaries.
“The universities are in possession of these computers,” the source clarified, adding that “they then have to hold an internal competition so that students can apply”.
The stage currently underway involves distributing the equipment to students previously selected by the universities and higher education institutions.
The current phase of the campaign began in Sofala province, in the centre of the country, where 1,572 laptops were handed over to students from various higher education institutions. Today, the programme extended to the provinces of Manica and Zambézia, in the same region, with 821 and 966 computers handed over, respectively.
In total, 3,359 students across the three provinces have already received equipment as part of the current phase of the programme’s implementation.
According to the Ministry of Communications and Digital Transformation, the next stage will take place in Nampula province, which is set to receive 3,050 computers, making it one of the largest distributions planned for this phase.
The 1CEES programme aims to facilitate students’ access to digital technologies and improve conditions for teaching, learning and scientific research in higher education institutions.
According to Mozambique’s government, the initiative also aims to contribute to the development of digital and technical skills considered essential for Mozambican students’ academic and professional training, and is set to progressively cover all the country’s provinces during the current cycle of equipment distribution.
