Mozambique’s government plans to recruit 2,920 teachers and 598 healthcare professionals in 2027, and place more than 13,000 young people in pre-vocational work placements, according to the draft budget, which Lusa accessed on Friday.

The measures are set out in the draft Economic and Social Plan and State Budget (PESOE) for 2027, which parliament will soon consider, with the education sector accounting for the majority of new appointments to meet the needs of the national education system.

The document also provides for recruiting 43 nursery teachers and caring for 163,867 children aged up to five in nursery centres and community schools.

The plan also includes distributing 23,260 school desks and supporting 1,218 children with special educational needs.

In the health sector, the government estimates it will recruit 598 healthcare professionals, aiming to ensure vaccination coverage of at least 95% for children under one year of age and 87% availability of essential medicines in healthcare facilities.

In the labour market, the government is focusing primarily on vocational integration programmes for young people, including placing 13,122 young people in pre-vocational work placements and providing career guidance to 20,204 jobseekers.

The government also plans to provide 791 self-employment kits and fund 160 youth initiatives through the Youth Initiatives Support Fund.

In the social and labour sector, the Government intends to enrol 98,201 employees and 25,000 self-employed workers in the Social Security System.

At the same time, it plans to support 886,719 households living below the poverty line through social assistance and inclusion programmes.

Among the measures aimed at women’s economic empowerment, the PESOE programme includes distributing 2,158 income-generating kits and providing entrepreneurship training to 8,550 women and girls.

The government believes these measures will help to increase employment opportunities, encourage business initiatives and strengthen social protection against a backdrop of projected economic growth of 1.6% for 2027.
