Maputo, Mozambique – October 15, 2026 – The Government of Mozambique has achieved a historic milestone with the passage of Local Content Law 9/2026, approved unanimously by Parliament in record time under President Chapo.
Complementing this achievement, the Council of Ministers approved the implementing Regulation and the Statute for the Local Content Authority this week, establishing a comprehensive legal foundation to empower national businesses and workers.
On October 15, 2026, CTA’s Bureau of Local Content presented these key legal findings during a dedicated Private Sector Working Group briefing for foreign embassies and diplomatic missions.
The Bureau of Local Content, established within the CTA (Federation of Mozambique’s private sector associations), serves as the dedicated private sector partner to coordinate and accelerate local content implementation across seven strategic pillars: Job creation & Internships for Young People, More Business for National Companies, Capacity Building & Training (Skills Development, Vocational Training & Knowledge Transfer), Improved Access to Finance, Community Income & Development (Moving Out of Poverty), Industrial Parks & Linkages (SME Linkage, Diversification & Establishing Downstream), Destination Marketing and Investor Support (The Happy Investor).
According to BCL, the public and private sectors are positioned to generate transformative economic impact, targeting the creation of two million jobs, support for ten thousand local suppliers, and an expanded industrial park network of 20 parks and 50 business hubs.
“BCL was established to support the Government in successfully executing Local Content. BCL is building a team of 20 dedicated talents, known as the ‘Local Content Mambas’ (National team). Local Content in Mozambique will become a flagship reference across Africa,” said Adrian Frey, President of the Bureau of Local Content.
The initiative will continue expanding beyond oil and gas into key sectors including mining, ports, corridors, tourism, agriculture, and infrastructure.
