Mozambique’s Assembleia da República resumed its fourth ordinary session of the current legislature on Wednesday (28), with proceedings scheduled to run until 22 December. The session carries 35 items on its agenda, including the annual report on natural gas revenues for 2025 and the proposed Economic and Social Plan and State Budget (PESOE) for 2027.
Among the other principal items are the annual address by President Daniel Chapo, the General State Accounts for 2025, the annual report of the Ombudsman, and parliamentary questions directed at the government.
In the economic domain, legislators are expected to examine a draft resolution on the annual report covering revenues derived from liquefied natural gas (LNG) exploitation in 2025. The discussion comes as Mozambique continues to develop its natural gas projects in the Rovuma Basin, in Cabo Delgado province.
The flagship projects under development include Mozambique LNG, led by TotalEnergies, whose construction resumed this year after several years of suspension due to the insurgency in Cabo Delgado, and Rovuma LNG, led by ExxonMobil, which is awaiting a final investment decision. The ExxonMobil-led project envisages an annual production capacity of 18 million tonnes of LNG and carries an estimated investment of US$30 billion.
Mozambique also operates the Coral Sul FLNG facility, run by Italy’s Eni and in production since 2022, with an annual capacity of approximately 3.4 million tonnes. Eni is also developing the Coral Norte FLNG project, approved this year, with an estimated investment of US$7.2 billion.
The parliamentary agenda further includes a proposed Land Law, legislation on the protection of personal data, a revision of the Highway Code, and amendments to the Customs Procedure Code and the Tax Procedure Code, as well as proposals relating to the Merchant Marine and to religious freedom and worship.
Legislators are also expected to consider a draft law establishing the general framework for the organisation and functioning of the Public Administration, legislation on tobacco and tobacco-derived products, and matters related to the prevention and combating of HIV/AIDS.
