United Arab Emirates investment in Angola has reached $6 billion, significantly exceeding the $2 billion to $2.5 billion estimated at the start of 2025, according to UAE Ambassador Salim Al-Shamsi. The diplomat highlighted energy, agriculture, infrastructure and technology as the principal areas of cooperation and opportunity for new business.
The remarks were made on Tuesday, 20 October, in Luanda, on the sidelines of the forum “Doing Business – Opportunities and Challenges: Angola–United Arab Emirates”, organised by the UAE Embassy and law firm Ana Godinho Sociedade de Advogados.
According to Salim Al-Shamsi, bilateral relations have recorded significant progress over the past two years. The ambassador attributed the surge in investment to stronger diplomatic and institutional contacts between the two countries.
Cooperation extends to education, health and technological development. In the area of security, the diplomat referenced initiatives related to border control and the reinforcement of national capacities.
Salim Al-Shamsi said Angola continues to offer conditions favourable to sustainable investment and long-term projects, underscoring opportunities in the energy sector.
Among the initiatives highlighted are projects aimed at expanding electricity access for businesses and communities, particularly in areas with insufficient coverage. The ambassador also pointed to solar energy investments to supply Angolan communities and noted the support of national authorities in bringing these projects to fruition.
The forum also addressed the possibilities of Angolan investment in the UAE. In that context, the diplomat identified opportunities in the real estate and commercial sectors, including the import of products.
The event brought together institutional representatives, business executives and specialists to discuss market access conditions in both countries and mechanisms for facilitating bilateral trade. The agenda covered fiscal and customs matters, incentives for private investment and opportunities within the Luanda-Bengo Special Economic Zone.
