The Mozambican government plans to hire 2,920 teachers and 598 health professionals in 2027, according to the draft Economic and Social Plan and State Budget (PESOE). The document also provides for pre-employment internships for 13,122 young people and an expansion of social assistance programmes to cover 886,719 households living below the poverty line.

The targets, released by Lusa, are contained in a proposal expected to be submitted to the National Assembly for consideration. In education, in addition to the teaching posts, the government plans to recruit 43 early-childhood educators and ensure access to care for 163,867 children aged up to five years at childcare centres and community nurseries.

To improve learning conditions, the plan includes the distribution of 23,260 school desks and support for 1,218 children with special educational needs.

In health, the recruitment of 598 professionals is intended to strengthen human resources at health facilities. The proposal also sets vaccination coverage targets of at least 95% of children under one year of age and availability of 87% of essential medicines.

On employment, the pre-professional internship scheme is designed to help young people gain practical experience and enter the labour market. The government also intends to provide vocational guidance to 20,204 job seekers.

Support for self-employment includes the distribution of 791 sets of equipment and working materials, as well as financing for 160 initiatives through the Youth Initiatives Support Fund.

In social protection, the proposal envisages enrolling 98,201 salaried workers and 25,000 self-employed workers in the social security system, broadening contributory coverage.

Social assistance and inclusion programmes are set to reach 886,719 households below the poverty line. To promote women's economic autonomy, the plan includes the distribution of 2,158 sets of income-generating equipment and materials, as well as entrepreneurship training for 8,550 women and girls.

The measures are framed against a backdrop of projected economic growth of 1.6% in 2027, compared with the 0.6% forecast by the government for 2026. The implementation of the hiring plans and broader programmes will depend on parliamentary approval and execution of the PESOE.
