The Mozambican Government plans to recruit 5,541 new state employees and agents in 2027, mainly in Education, Justice, Health and Agriculture, with an estimated budget impact of 1.399 billion meticais (€19.6 million), according to the budget proposal.

According to data from the Economic and Social Plan and State Budget (Plano Económico e Social e Orçamento do Estado – PESOE) compiled today by Lusa, the number of new recruits projected for 2027 represents an increase of 39.9% compared with the 3,962 admissions projected for 2026, while the corresponding budget impact rises by 23.3%, from 1.135 billion meticais (€15.9 million) budgeted for this year to 1.399 billion meticais (€19.6 million) in 2027.

Education will continue to account for the largest share of recruitment, with 2,978 admissions planned, equivalent to 53.7% of the total, mainly involving general education teachers. In this sector, the estimated budget impact amounts to 903 million meticais (€12.6 million), corresponding to around two-thirds of the total cost of new admissions planned for next year.

The proposal also provides for the recruitment of 1,364 employees for the Justice Administration bodies, more than double the 745 admissions planned for 2026. This represents the second-largest group of new recruits, at an estimated cost of 240 million meticais (€3.4 million).

Health is expected to recruit 598 professionals, with a budget impact of 161 million meticais (€2.3 million), while Agriculture plans to recruit 558 state employees and agents, at a cost of 84 million meticais (€1.2 million).

The Government justifies this policy by the need to ensure essential public services while simultaneously maintaining a sustainable trajectory for personnel expenditure.

Among the measures announced for 2027 is the introduction of centralised recruitment of state employees and agents, aimed at achieving “greater efficiency, rationality and transparency” in admission processes.

The document also provides for the continuation of restrictions on new recruitment, prioritising Health, Education, Agriculture, Justice Administration and the Defence and Security Forces, while the 1-for-3 rule — one new admission for every three departures — will apply to the remaining sectors.

The Government also guarantees measures to control the wage bill, including a review of allowances granted to public employees, tighter control of mandatory retirements, and new mechanisms to monitor overtime, particularly in the Health and Education sectors.

The PESOE proposal estimates that personnel expenditure will reach 222.7 billion meticais (€3.1 billion) in 2027, equivalent to 12.2% of gross domestic product (GDP), 0.9 percentage points lower than projected for 2026.

Of that amount, 217.7 billion meticais (€3 billion) is allocated to salaries and remuneration, including the new admissions planned for priority sectors, while the remaining 5 billion meticais (€70.1 million) corresponds to other personnel expenses.
