Understanding the legal framework for Local Content is an important step towards enabling Mozambican businesses to access opportunities linked to major industrial investments. Putting that framework into practice requires knowledge of the applicable procurement regimes, legal criteria and acquisition plans.
To support this understanding, the Bureau de Conteúdo Local (BCL) held an online workshop titled “From Law to Practice: How Local Content Regimes and Acquisition Plans Work” on 29 October 2026. The session focused on the Local Content regulatory framework and its practical application in procurement processes.
The workshop covered the evolution of the regulatory framework and the requirements currently in force, the practical application of Local Content principles, the criteria and legal preferences applicable to procurement regimes, and the preparation and submission of acquisition plans.
The session was moderated by Amahoro Lins, Business Analyst, with contributions from Célio Cumbe, Legal Adviser, and Liliana Salomão, Legal Adviser. Their participation brought business and legal perspectives to the discussion, helping address the practical considerations involved in understanding Local Content procurement requirements.
By providing accessible, practical information, BCL continues to support national companies in strengthening their understanding of Local Content requirements and preparing to participate in opportunities linked to Mozambique’s major industrial projects.
The workshop was held online and was free of charge, providing participants with an opportunity to deepen their understanding of the framework and its relevance to business participation in Mozambique’s economic development.
