The Minister of Mineral Resources and Energy, Estevão Rafael Pale, has sworn in the new members of the Board of Directors of the National Petroleum Products Acquisition Company (Empresa Nacional de Aquisições de Produtos Petrolíferos, ENAPP). Those sworn in are João Francisco Macandja and Teodomiro Correia Sarmento, professionals with more than 30 years of experience in the fuel sector.

In his address, Minister Estevão Pale highlighted that the appointments come at a complex international juncture, marked by tensions in the Middle East, whose impacts are being felt directly in the global economy.

He stressed that liquid fuels play a vital role in Mozambique’s socio-economic development, acting as a driver of growth, a source of revenue and an indispensable support for strategic areas such as transport, agriculture and industry.

Minister Pale highlighted that the government’s greatest concern is ensuring the security of the supply and distribution of petroleum products nationwide, with particular emphasis on establishing strategic reserves that can mitigate external shocks.

Among the directives given to the newly sworn-in members was the need to bring greater transparency and competitiveness to the procurement of petroleum products; eliminate inefficiencies identified in the previous model; and improve the management of lengthy vessel delays, enabling the country to save foreign currency.

Other priorities include promoting management based on transparency and minimising the impact of external shocks, prioritising domestic production whenever possible, in the interests of truly sustainable development, and valuing the most precious asset of any institution: its human capital.

“We therefore expect ENAPP, under your leadership, to bring greater transparency and competitiveness to the procurement of petroleum products,” the minister said.
