The Mozambican government has announced the regularisation of 7,067 administrative acts that have been pending since 2021, alongside the processing of salary progressions covering 287,322 civil servants and state agents. The process, which began in October, is expected to be completed during the first week of December.
In a statement cited by Lusa, the government explained that the National Electronic State Human Resources Management System (e-SNGRHE) has been opened to allow public administration institutions to update and regularise administrative acts related to promotions, progressions, and career changes carried out in 2021.
The 7,067 acts concern civil servants whose appointment titles have already received clearance from the Administrative Court but whose functional records had not yet been properly updated.
In parallel, public institutions have been authorised to process salary progressions for civil servants and state agents classified under salary levels 1 to 11, covering a total of 287,322 public sector workers.
Record updates and career advancement
The regularisation will allow career changes and salary position adjustments made in 2021 to be reflected in the records of the affected civil servants, resolving situations that had remained pending for several years.
Under the regulations governing the General Statute of Civil Servants and State Agents, a progression consists of moving from one pay grade to the immediately higher one within the same salary level, taking into account length of service, potential assessment, performance, and budgetary availability.
The regulations further stipulate that an employee's performance rating must not fall below 'good' in the two most recent years, and that progression does not depend on a formal request from the employee — the relevant services are responsible for ensuring the processing is carried out.
It is important to distinguish progression from promotion, which involves advancement to the next level or category within a career, as defined by Decree No. 28/2022, as amended by Decree No. 32/2023.
Wage spending exceeds budget projection
The process covers a significant share of the public administration. Government estimates published in 2024 put the total number of civil servants and state agents nationwide at approximately 370,000.
Updating data in the e-SNGRHE is a prerequisite for processing salary progressions, which affect both an employee's position within their career track and their corresponding remuneration.
The government called on the institutions concerned to update administrative acts and process progressions within the established deadlines, with the aim of ensuring that civil servant and state agent records are accurate, complete, and compliant with applicable regulations.
The regularisation comes against a backdrop of rising public expenditure on wages and remuneration. In 2025, the Mozambican state spent more than 209 billion meticais (approximately €2.8 billion) on salaries — a 3% increase on 2024 and above the level projected in the state budget.
The Centre for the Development of Information Systems and Finance (CEDSIF) noted that the e-SNGRHE integrates multiple areas of state human resources management, including careers and remuneration, performance evaluation, professional training, and personnel administration.
